Comptroller
Full-Time (40 hours per week)

EOHWC Background and Mission

The East of Hudson Watershed Corporation (EOHWC) is a 501(c)(3) not-for-profit organization representing nineteen municipalities in Dutchess, Putnam, and Westchester Counties. The Corporation was formed in 2011 to facilitate compliance with phosphorus reduction requirements in the New York City East of Hudson watershed. EOHWC manages the design and construction of stormwater retrofit projects and administers associated grant-funded programs.

Position Overview

The Comptroller is responsible for all financial operations of the Corporation, including accounting, financial reporting, budgeting, compliance, and internal controls. This is a one-person finance office requiring the ability to work independently and manage multiple responsibilities with a high level of accuracy and accountability.

Key responsibilities include but are not limited to:

• Establish, monitor, and enforce internal financial controls
• Maintain fund balances by source using proper fund accounting practices
• Review contracts for funding availability and compliance
• Maintain encumbrance accounting and tracking
• Oversee voucher processing and disbursements
• Process and monitor electronic fund transfers
• Coordinate with Treasurer and brokerage firms on investments and recordkeeping
• Reconcile all bank and investment accounts monthly
• Prepare monthly and year-end journal entries (accrual basis)
• Maintain general ledger in MIP Fund Accounting system
• Maintain chart of accounts, including project and contract-specific data
• Maintain fixed asset records for all owned and leased assets
• Review and ensure appropriate insurance coverage levels
• Prepare and manage annual Workers’ Compensation audit
• Administer payroll and coordinate related HR functions (benefits, compliance)
• Review timesheets and post payroll to service provider and general ledger
• Reconcile payroll tax filings (IRS Form 941, NYS-45)
• Prepare financial reports for the Board of Directors and NYC DEP
• Serve as primary liaison to independent auditors and coordinate annual audit
• Prepare annual budget for Board adoption
• Complete NYS Authorities Budget Office (ABO) and federal compliance filings
• Prepare and file annual 1099 forms
• Coordinate preparation of IRS Form 990 with external accountant
• Prepare and submit required reports to NYC DEP in accordance with funding agreements
• Maintain complete and accurate supporting financial records

Required Qualifications

• Bachelor’s degree in Accounting or Finance
• Minimum 7–10 years of progressively responsible accounting experience
• Strong knowledge of fund accounting principles
• Experience with financial reporting and audits
• Proficiency with accounting systems and financial analysis tools
• Excellent organizational and communication skills
• High attention to detail and accuracy
• Ability to work independently and manage multiple responsibilities

Preferred Qualifications

• Experience in governmental or nonprofit accounting
• Experience with grant accounting and restricted funds
• Experience with MIP Fund Accounting or similar systems

Compensation and Benefits

  • Salary commensurate with experience (anticipated range: $75,000 – $105,000)
